Public Procurement in the Security and Defense Sectors

Go2SVI Webinar Series

On June 16, 2026, the Cluster Mobility & Logistics hosted the fifth installment of the Go2SVI webinar series - a series of events organized as part of the Regensburg-based transform.r project. 
The fifth installment focused on a topic that many companies entering the security and defense industry (SVI) often consider particularly complex: public procurement.

The webinar was moderated by Natalie Schwab, Head of Event Management at the Cluster Mobility & Logistics. Two renowned experts shed light on the topic from different perspectives.

Marco Junk, Head of Government Relations and attorney at Atos Information Technology GmbH, opened the substantive portion of the webinar with an overview of the public procurement market. Under the theme “A closed book or a promising market?”, he addressed in particular companies that have little or no experience with the public sector and wish to tap into new business areas. The focus was on the opportunities and entry points offered by the public procurement market, as well as the question of how companies can strategically leverage it as a growth option.

Dr. Daniel Soudry, a specialist attorney for public procurement law at SOUDRY & SOUDRY Rechtsanwälte, then provided an introduction to the legal framework. Against the backdrop of the National Security and Defense Strategy and rising defense spending, the relevant procurement market is growing significantly. Dr. Soudry explained the key procurement procedures in the security and defense sectors as well as current legal simplifications - such as those introduced by the Bundeswehr Planning and Procurement Acceleration Act (BwPBBG), which, among other things, provides greater flexibility in negotiated procedures and simplified requirements for bids. The combination of market-strategic insights and legal guidance provided participants with a practical understanding of the topic.

The event was part of the German federal government’s Transformation Networks (funded by the Federal Ministry for Economic Affairs and Energy, BMWE). The Regensburg-based project transform.r supports companies in navigating structural change in the automotive industry.
