Regensburg's AI Driver's License at the CDO Forum

09/22/2026

AI Literacy for Urban Society

At the digital CDO Forum on September 16, 2026, the presentation “AI Competence for Urban Society: From the ‘Regensburg AI License’ to a Scalable Open-Source Solution” took center stage. Franziska Meier from REGENSBURG_NEXT, Dr. Philipp V. Ramin from i40, and Anne Häner from TechBase Regensburg GmbH presented the project and their experiences to date to approximately 35 to 40 municipal digitalization officials from across Germany.

The AI driver's license program in Regensburg provides basic knowledge about artificial intelligence in about 20 minutes. Six interactive stations, videos, and quiz questions offer an accessible introduction that requires no registration. Since its launch in October 2025, nearly 18,000 people have taken advantage of the program, and more than 4,600 certificates have been issued.

A key focus of the exchange was on reuse by other municipalities. The source code is available as open source and can be adapted to include regional content and use cases. The Mobility & Logistics / TechBase cluster handled coordination and partner management for the project, while AIR Artificial Intelligence Regensburg is engaging the regional AI community.
